Starting this year, FMCSA is starting the new
Comprehensive Safety Analysis 2010 (CSA 2010)
A whole new approach to evaluating the safety of your company and your drivers!
Safety experts agree that this new program will dramatically impact the industry. Safety should be a premiere concern to all carriers that want to survive this new level of scrutiny.

CSA 2010 is currently operational in several test states. So far, carriers are finding that they aren’t as safe as they thought they were. At least not according to CSA 2010 scoring guidelines. For example, one carrier proudly thought he was in the top 25% of all carriers only to find out that under CSA 2010 guidelines, he is actually in the bottom 25% and subject to intervention. This could be you.

Here’s what’s new:

Under CSA 2010, FMCSA will:

  • Replace the existing Safestat data measurement system with the new Safety Measurement System (SMS). This is a new method of calculating your safety score, including drivers. It focuses on what they call the 7 Basics (Behavior Analysis and Safety Improvement Categories); Unsafe Driving, Fatigued Driving (Hours of Service), Driver Fitness, Controlled Substances / Alcohol, Vehicle Maintenance, Cargo, and Crashes.
  • Reach many more carriers earlier and more frequently. Expect more targeted roadside inspections, warning letters and more intervention from the DOT.
  • Improve the efficiency of investigations, focusing on specific unsafe behaviors, identifying root causes, and defining and requiring corrective actions. Their new database will better pinpoint safety areas that require intervention. All roadside inspections count, not just out of service.
  • Directly monitor the safety and performance of individual drivers. This will have a significant impact on poorly performing drivers and help identify those safe drivers that should be retained and rewarded.
  • Address problem drivers based on their records across multiple employers.
  • Make more complete safety performance assessments available to the public. Shippers and brokers will know who the best carriers are. They’ll also know how good the drivers are that you employ.
How will this change affect you?

  • Unsafe carrier and driver behaviors that lead to crashes will be identified and dealt with accordingly. They will no longer wait for an on site investigation to begin enforcement action.
  • All safety-based roadside inspection violations will count, not just out of service orders.
  • Drivers will be more accountable for safe on-road performance
  • More safety emphasis on crash related causes such as fatigued driving, unsafe driving, driver fitness, maintenance, etc..
  • If you’re not considered a safe carrier (based upon the last 24 months of data), a warning letter will be issued to you and you’ll be subjected to targeted roadside inspections. A case file will be opened and your safety progress will be closely monitored.
  • More aggressive enforcement can still occur including on-site audits and substantial fines.
